Helping, Engaging, Motivating serves individuals charged with Drug Misdemeanor 1 charges. On March 1st, 2020, HEM was launched in congruence with the reduction in penalty for drug possession charges (DF4 to DM1). The program is based in trauma-informed, harm reduction principles – meeting clients where they are. Completion of programming results in a case dismissal.
